O’Neal was born in Newark, New Jersey, on March 6, 1972, to Lucille O’Neal and Joe Toney, a high school basketball player who was awarded a basketball scholarship to play at Seton Hall University.
When O’Neal was a baby, Toney suffered from heroin addiction and was imprisoned for drug possession.
He did not re-enter O’Neal’s life after his release, instead of agreeing to cede his parental rights to O’Neal’s Jamaican stepfather, Phillip A. Harrison, a career Army sergeant.
