Early life and education
Khan was born on October 22, 1937, in Kabul, Afghanistan. Abdul Rahman Khan was born in Kandahar, Afghanistan, and Iqbal Begum was born in Pishin, British India. Shams ur Rehman, Fazal Rehman, and Habib ur Rehman were Khan’s three brothers. He belongs to the Kakar tribe of Pashtuns.

Khan grew up in Mumbai’s Kamathipura neighborhood after his family relocated from Kabul. He attended a local municipal school before enrolling at Ismail Yusuf College, where he earned a bachelor’s degree in engineering with a focus on civil engineering.
He was a professor of civil engineering at M. H. Saboo Siddik College of Engineering in Byculla from 1970 until 1975.
