Garber is of Russian-Jewish origin and was born in London, Ontario, Canada. Joseph “Joe” Garber (who died in 1995) was his father, and Bessie Hope Wolf (who died in 2005) was an actress, singer, and host of At Home with Hope Garber. Nathan is his brother, while Alisa is his sister.

Garber went to London Central Secondary School and Ryerson Elementary School.
