Perry was born on August 19, 1969, in Williamstown, Massachusetts. Suzanne Marie Morrison, his mother, is a former press secretary for former Canadian Prime Minister Pierre Trudeau and a Canadian journalist. His father, John Bennett Perry, is an actor and former model from the United States.
His parents split before he was one year old, and his mother married radio journalist Keith Morrison, who was born in Canada.
