She was the third of seven children born to a traditional Muslim family in Chakrata (now Uttarakhand): Zakullah, Hajrah, Ikramullah, Uzra (Uzra Butt), Anna, and Sabira.

Sehgal and her sisters were enrolled at Queen Mary College in Lahore after their mother died when they were young. At the institute, strict purdah was followed, and males who were invited to conduct lectures and seminars could only do so from behind a screen.

They set out by automobile from Lahore, passing through Iran and Palestine before arriving in Damascus, Syria, where she met her cousin. They then journeyed to Egypt, where they boarded a ship to Europe in Alexandria.

When she met Uday Shankar at a performance of the Shiv-Parvati dance, which he choreographed, it was a watershed moment in her life. Shankar promised her a job after she finished her education and returned to India.
