Early life
Babbar was born on June 23, 1952, in Tundla, Agra, United Provinces, to a Punjabi Hindu Sunar family. He received his early education at Agra’s Mufid-E-Aam Inter College. He graduated from Agra College and was a member of the National School of Drama’s 1975 class.

Raj Babbar first entered politics in 1989, when he joined the Janata Dal, which was led by V. P. Singh. He then joined the Samajwadi Party and was elected three times to the Indian Parliament.
He served in the Rajya Sabha from 1994 to 1999. In the 14th Lok Sabha elections in 2004, he was re-elected for a second term. In 2006, he was expelled from the Samajwadi Party.
