Early life

On January 6, 1959, Kapildev Ramlal Nikhanj was born in Chandigarh to teak merchant Ram Lal Nikhanj and his wife Rajkumari.

After the Partition, his family relocated to Fazilka before eventually settling in Chandigarh. His father’s family hails from Montgomery (now Sahiwal), while his mother hails from Pakpattan, Okara. Dev was a D.A.V. School student.
